Eclipse Handly 1.3 Released

Eclipse Handly 1.3 has just been released. This release brings significant enhancements to the provided snapshot implementations. Also, it introduces out-of-the-box support for source files backed by IFileStore and a method for accessing the annotation model of a buffer.

There are no breaking API changes in this release.
